CALIFORNIA JUNIOR LIVESTOCK ASSOCIATION - 2009
Article I
Titles, Objects
Section 2. Objects: The purpose of this association is both educational and charitable including the improvement and development of the capabilities of youths both individually and through group participation, in the breeding and raising of cattle, sheep, swine and goats, and the developing and improving of scholarship, leadership and community interest and participation of youths interested in the breeding and raising of cattle, sheep, swine and goats. Promoting cooperation among the different breeds and encouraging and assisting members in developing an interest in the different species industries among the youth of the state of California are also objectives of the California Junior Livestock Association. One of the activities shall be to collect, record and preserve the records of show cattle, show lamb, show hog, and show goat competition from one year to the next, to publish summary of the results in the Pacific Showcase, to stimulate competition among CJLA members, and to award the top individual exhibitors of the show cattle, show lamb, show hog, and show goat contests throughout the course of one fiscal year based on the total number of points accumulated within a given CSCA, CSLA, CSHA, CSGA Division.
Article II
Membership
2. Members of the Association shall be admitted, retained and expelled in accordance with such rules and regulations as the board of directors may, from time to time, adopt.
3. Membership shall be of four categories: Junior Membership in either the steer, heifer, sheep, hog, or goat division; Associate Membership and Corporate Membership. Memberships shall be limited to natural persons, but may include corporations, firms, institutions of learning, executors, administrations and trustees.
4. The applicant for the type of membership should indicate clearly which membership should be recorded.
5. An annual fee of forty dollars ($40.00) shall be paid for each active membership in each awards division participating in. This fee must be paid prior to exhibiting at a sanctioned show in order for those points to be counted. Points are not retroactive. Final enrollment is March 31st of each year. California Junior Breed Association (Cattle) dues must also be paid to the respective participating associations (for Angus, Hereford, Shorthorn, Limousin, Charolais, Maine-Anjou Heifer Divisions) by this date (March 31st) in order to earn points in those specific categories. (See Rule #10). Notice shall be sent to members at their last known address not more than thirty (30) days prior to the end of the CJLA year.
6. Associate and Corporate memberships may be purchased at any time.
7. A Junior membership in either the Steer, Heifer, Sheep, Hog or Goat Division Awards Program is non-transferable.
8. Qualifications: A Junior member must be of the qualifying age of 9 through 19 (steer, hog, sheep, goat divisions), 9 through 21 (heifer division). Age is as of January 1st of current year.
9. To receive points to apply to the yearly standing in any division, you must be an active Junior member in that division (CSCA, CSLA, CSHA, CSGA) of the CJLA prior to the show from which you receive points.
10. Points are only awarded after receiving membership dues to the CJLA. Exhibitors will not accumulate prior points at shows during a CJLA year when they are not active members. If membership dues are paid prior to the start of a given show, a member may receive those points awarded at that specific show.
11. Any member may be suspended and denied privileges of the Association and any non-member may be denied privileges of the Association for the failure to pay when due, any obligation owing the Association, or any other sanctioned CJLA show, The Pacific Showcase, or for giving a worthless check for fees or charges connected with the CJLA and its sanctioned shows. However, fifteen (15) days before action, written notice of the account shall be delivered to such member or non-member. When any person continues to be suspended under this rule for ninety (90) days, shows will be furnished with a list of these individuals. Any suspension and denial of privileges under this section shall terminate upon full payment of the obligation due the Association.
12. A member or non-member shall not conspire with another person or persons to intentionally violate the rules of the Association. Violation of this rule shall subject such member or non-member to disciplinary action, whether or not such member or non-member has actually signed reports filed with the Association asserted to be true and correct.
Associate Memberships
13. A fee of forty ($40.00) dollars per Division is required for Associate memberships. This fee is required on an annual basis. It is ideal for those members wishing to receive all CJLA publications and benefits but not planning on actively exhibiting livestock during the current year.
Corporate Memberships
14. This type of membership is ideal for breed associations, firms, institutions of learning, and/or any businesses or associations that wish to be a part of the California Junior Livestock Association and is entitled to the rights and privileges. A fee of one-hundred ($100.00) dollars per year is required.
Article III
Council and Officers
Section 2. Council members: The Council will be made up of two Junior members from each division (Heifers, Steers, Sheep, Hogs, Goats) and one alternate. These representatives will be voted upon by the CJLA members in each division. Division representatives will serve an alternating term of two years. The council alternate will serve a term of two years at which time a new alternate will be elected.
Section 3. Officers: The officers shall be elected by the council to serve a one year term that runs through the calendar year (January 1 - December 31).
Section 4. Offices: The elected officers shall consist of 1) a President; 2) a Vice-President; 3) a Secretary; 4) a Treasurer. No office may be held by a person for more than two consecutive terms.
Section 6. Removal: Any officer so elected may be removed by a majority vote of the council present at any regular meeting or special meeting called for that purpose, at which a quorum is present, provided that such removal shall be without prejudice to the contract rights, if any, of the person removed.
Section 7. Vacancies: Vacancies caused by the death, resignation in capacity, removal, or disqualification of an officer of the council shall be filled by a majority vote of the junior council at any regular or special meeting called for the purpose and such person so elected to fill any such vacancy shall serve at the pleasure of the council until the next regular election is held.
Section 8. Voting Rights: Each division will be represented by its two elected directors and one alternate with each director and alternate having one vote.
Section 9. Written notification of meetings must be given by the secretary a minimum of 10 days prior to the meeting date.
Article IV
Miscellaneous
Section 2. Exhibitor Code of Ethics: Exhibitors are prohibited from showing unethically fitted livestock or livestock of an ineligible age for exhibition. Unethical fitting is deemed to mean any physical or physiological attempt to alter the natural conformation, musculature or weight of an animal. There will no use of injections or ingested material not conductive to the continued health of the animal or marketability of its carcass. Animals showing, in the opinion of the judge or show management, signs of having been unethically fitted will be disqualified. Any inhumane or other inappropriate action to animals by the exhibitor will be cause for disqualification, forfeiture of awards and CJLA points, and removal of the exhibitor and exhibit from the show grounds.
In addition, CJLA members are expected to be honest in their ownership of animals as well as in entries of those animals at CJLA sanctioned shows. CJLA members are the elite of the showring and junior livestock industry and are therefore expected and encouraged to uphold to those high standard as an example to others.
Sanctioned Show Code of Ethics: CJLA sets a high standard for its junior members in regard to ethics and sportsmanship. Any show that commits to sanction a CJLA event is also expected to uphold the same standards and to set an example for our youth. The dedicated volunteers and officials who undertake the task of putting on a show, should do everything in their power to make the experience positive for everyone concerned. Care should be taken to prevent bias or favoritism toward any exhibitor by staff or judges and to hold an event in accordance to CJLA rules and format.
